Return to Competitive Playing for 2020/21 Season
There are a range of 2020/21 competition models that can be applied at different season start dates as and when it is deemed safe to return to play i.e. when we reach Phase F on the RFU Return to Rugby roadmap. The models allow for any potential interruption in the season as a result of Covid-19, while providing clubs, schools, colleges, universities and players with a framework for meaningful competitive rugby with greater flexibility to enable games to be played.
Model 1 if rugby resumes in September 2020
Model 2 if rugby resumes in November 2020
Model 3 if rugby resumes in January 2021
The models were developed by two working groups, one for the adult game and the other for age grade rugby, and the outcomes were approved by the RFU Governance Committee last week. Each group has considered player welfare, flexibility in response to Covid-19, adaptable models that prioritise local matches early in the season to reduce travel, support club revenue, and maintain player participation. C.R.F.U. (Virtual) A.G.M.
The Annual General Meeting of the Cornwall RFU was held via Zoom on Wednesday 24th June.
The President of the CRFU, John Sumnall welcomed everyone to the meeting.
It is hoped to be able to hold physical AGM in October on conjunction with Union’s Financial AGM.
John thanked all the clubs for their hard work this season, especially over the past three months during the pandemic which has caused great concern for rugby and sport in general.
The President also thanked all members of the Management Board for their hard work and support over the course of the year.
He also praised our county age group sides that had been able to play some if not all their fixtures, with a special mention for our Under 20 side that did so well, after a disappointing start, to top their group and qualify for a home quarter-final. Sadly that game and the rest of the Jason Leonard Cup competition was cancelled due to the pandemic.
Chairman Dave Saunter was confirmed in his post for a further period of four years, whilst Alan Milliner, RFU Council Member, was confirmed in his post for a further three years.
John was delighted on behalf of the CRFU, to confer Paul Hurrell (Hayle RFC) as an Honorary Vice President in recognition of his sterling service.
Paul has just completed twenty years as kit man to the Senior XV.
It is hoped to make a presentation to Paul when the current situation allows.

In light of today’s announcements on the easing of social distancing restrictions, we are in active discussions with other team sports, Sport England and the Department of Digital, Culture, Media and Sport about how we accelerate some form of a return to community rugby. We have developed guidance on the re-opening of additional club facilities, including risk assessment guidance and checklists, and this is ready to be released once the full implications of today’s announcements (particularly around reopening of bars) are understood. Also in the next week we anticipate being able to issue an update on the plans for competitive matches (league and cup) in the adult and age-grade game next season. RFU Community Game Update June 19th
Coronavirus (Covid-19) Update Please find below the twenty-sixth edition of our Coronavirus (Covid-19) update. We’ve announced that all Adult Male Future Competition Structure virtual consultation sessions are now available on demand webinars and made a last call for feedback on this review. We’ve also provided a link to the National School Sport Week at Home campaign which starts tomorrow. In addition, we note a new series of club support virtual webinars is running from 1 July and that SOS Kit Aid is collecting unwanted kit that clubs may have after clearing out their storage cupboards in lockdown. We’ve received lots of great stories from rugby communities doing great things. Legionnaires Disease Testing at Rugby Clubs
To all clubs,
At the CRFU we are mindful that most clubs will be coming out of lockdown over the next few weeks. There will be several tasks to sort including Legionnaires testing, mindful of this we have set up a programme of free testing for all clubs in the County.
The usual cost is £160 per club, and is a requirement, especially after the lay off we have had. If the report makes any recommendations, this can be arranged through Matt Etherington or your own plumbers either way that will be at your expense. At this stage all we need from you is yes/no and then a contact number of a person at the club who would be able to let Matt in.
I think you’ll agree this is a generous offer from the CRFU and re-iterates the commitment we have to our clubs. Please do not sit on this as we have Matt for a limited time, and need your responses by this weekend.

Communication with children – virtual platforms
The RFU recognises that Clubs have been looking at ways they they can stay in touch with their members and teams. Many are using virtual platforms which were designed for business, not children. Therefore there are potential inherent risks. By applying some existing and new guidance to these ways of engaging players some risks may be mitigated.
Please note that once lockdown and social distancing measures are reduced further then this type of communication will be discouraged.

The RFU recommend when engaging with children using these platforms whether in delivering a coaching session or an informal gathering such as quiz night or team meeting the below:
- No one to one communication must take place including messaging once in a group call.
- Consider the platform being used. Are privacy and confidential settings appropriate – i.e. password and waiting rooms? Meetings ID’s and passwords must not be shared on public and open social media.
- Parental awareness of what you intend to do is critical along with consent.
- All participants are aware of a code of conduct during the meeting including appropriate dress and the location of where they are participating from e.g. a bedroom would not be appropriate.
- The ‘ host ‘ of the call has control of the meeting including muting/ unmuting , screen and file sharing and waiting room, where only participants known to the host are allowed to enter.
- More than one coach or person in a position of trust taking part so not communicating with children in isolation. Club Safeguarding Officer to be made aware of the meeting and be provided with meeting ID and password.
- If a Zoom Bombing incident or similar should occur consider how this will be dealt e.g. host shutting down meeting, report to police if indecent graphic images are shared by the ‘Bomber’.
- Any disclosures or areas of concern that are you become aware of during these sessions should be dealt with as normal with a CSO and RFU Safeguarding Policy followed.
If online coaching occurs then the above applies in addition:
- No one to one coaching.
- Coaches are suitability qualified.
- Clubs have untaken a safer recruitment process with the coach including DBS clearance through the RFU.
- More than one coach so not working in isolation with children.
- The RFU expect the same standards of planning, risk assessment, adherence to laws of the game and coaching safe practice as a face to face session.
- Coaches must be providing guidance with the overall RFU instructions and work with the participant’s needs and capabilities.
Whilst clubs may consider that the recording of a meeting or coaching session may mitigate risk it should be considered whether this is necessary when other measures will be in place. Recording means that personal data (image) is captured and GDPR must be complied with in relation to storage and retention and deletion. If a meeting or coaching session is to be recorded participants / parents will need to be informed prior to the session so they can redraw if necessary.
The RFU do not recommend the use of Messenger Meeting Rooms for children due to lack of appropriate settings.
