CRFU RUGBY FIRST AID COURSES 2022
CRFU will be continuing with the First Aid Courses that have proved popular with clubs for
their rugby focussed and pragmatic approach to first aid that started in April 2021.
So far CRFU have run 17 courses and trained 171 EFAs.
The intention is for courses to continue in the coming season and confirmed dates thus far
are:
September 10 – Hayle
September 11 – Saltash
October 2 – Penzance
October 8 – Bude
October 9 – Camborne
November 12 – Perranporth

Bookings and enquiries are via CRFU RugbySafe as these courses will not be on GMS.
Interested clubs are encouraged to get in touch soonest as, from experience, demand is
high.
It is worth stressing that having a coach doubling as a First Aider is not necessarily the ideal
solution for clubs as there is an inevitable conflict of interest between caring for the needs
of the team and an injured player at the same time.

The Melanoma Fund , in conjunction with England Rugby have developed the following Sun
protection guidelines for those participating, spectating, or working in sport or outdoor recreation.
• Apply a broad-spectrum product with an SPF 30 or higher, paying special attention to
your ears, nose, and shoulders, as well as other areas which are prone to burning.
• Get into the habit of applying sunscreen before you start training or playing.
• Once applied to the skin, reapply sunscreen every 2 hours, or more often if you are
prone to excessive sweating or simply working hard!
• The sun is strongest between 11am and 3pm so on particularly hot days, if possible,
try to plan play outside of these hours.
• Wear clothing that covers your arms and legs. Compression sleeves and rugby skins
are a good alternative for those that might find a long-sleeved shirt too hot.
• Using a sunscreen applicator or cleaning palms with a small towel and alcohol gel, is
a good way to avoid fumbling the ball due to greasy hands whilst playing.
• Wearing rugby headguards will provide some protection to your forehead and ears,
however it doesn’t provide full protection and your neck is still exposed! Make sure
to wear a cap or ideally wide brim hat when not on the field.
• Hydration is essential in reducing the risk of overheating. Keep a bottle of water on
hand to remain hydrated in between plays.
• When not actively playing and during breaks, make sure to rest in shaded areas to
reduce your exposure to the sun.
• Whilst spectating or on break, do so in a shaded area out of direct sunlight.

A recent presentation of a montage photograph of the final at Worcester Warriors and an opportunity for the sponsors to see and have photographs taken with both the Jason Leonard and the Brunel cups has taken place.

As part of a 9-point recovery plan, we will launch a national participation campaign – ‘Play Together, Stay Together’. A further communication is scheduled for 22 July, which will detail how to get involved and contain a range of resources and promotional assets. Also included below is how to capitalise on the anticipated interest around Rugby Sevens at Birmingham 2022 Commonwealth Games later this month. 1. ACTION REQUIRED New Regulations From 1 August August will see changes to both adult and age grade regulations. Read on for the headline changes. First Aid & Immediate Care Pitch-side Provision 2022-23 Overview Changes to Regulation 9 will come into place in the 2022-23 season, demonstrating the importance placed on player welfare. All age grade contact matches and training sessions will require a level of pitch-side first aid that aligns with the RFU’s Pitch-side First Aid & Immediate Care Standards, or a club’s specific risk assessment. Age Grade Affiliation & Summer Activity Age Grade Affiliation went live on 1 July and has seen over 15,000 players affiliate with clubs across the county. We have included the email sent to parents/guardians with verified email addresses alongside the club guide around the switch-over. July also brings the next stage of the summer activity guide, which you can access from this article. 2. ACTION IF OF INTEREST Red Roses Open Training Session 11 August The RFU and O2 are collaborating on a Red Roses open training session, to be held at Twickenham on 11 August, and you are invited! Read on to find out how to attend and how to wish the Red Roses luck before they fly to New Zealand for the Rugby World Cup. Girls’ Age Banding Update As we approach the start of the season, a ‘growing the girls’ game’ resource is available, outlining how best to support and build an inclusive experience for new and existing players. 3. FOR AWARENESS Red Roses: The Next Generation August 2022 will see the launch of the new U16 Girls England Rugby Developing Player Programme (ERDPP). The programme is designed to be a coach and player development programme and will focus on raising the standards of coaching as well as playing to support raising standards across the game. The programme, delivered by CB’s, will provide the first step in the England Rugby Player Pathway and give thousands of girls the same opportunity as the boys’ pathway. Reminder of Needs Based Travel Funding Last week clubs should have received an email regarding the needs based travel funding for the 2022/2023 season. Like last year, clubs will need to apply for funding; you can find the application form in this section. International Ticket Allocation 20 July will see clubs’ international ticket contacts receive an email regarding the indicative ticket allocation. England Rugby Training Courses

I hope my email finds you safe and well.
This week we have released our training programme for August – November. This includes England Rugby Coaching and Refereeing awards, principles of scrummage, Kids First Contact and Kids First Tag. These courses are all available to book online. The attached guide, England Rugby Training Courses 22/23, is an excellent resource which we’d like CBs/Societies to add to websites as a first port of call for volunteers looking to engage in training. The guide provides information on all our resources, face to face and online and gives clear instruction on how to search and book.
Our primary means of promotion is via social media – we always try to tag in local CBs, societies and host venues where possible. By sharing the post or liking them it then widens the reach so please continue to support these posts and pages and follow if not already doing so. We will also, at times leading up to courses, use GMS to contact club volunteers direct.
Finally, a number of CBs and Societies have investigated the use of voucher codes to support volunteers. We no longer accept group booking or third-party payments for individuals – codes are a great way to bulk buy and then distribute to the game. The guides below provide information on how the CB/Society can buy these and allocate them against an individual and then how the individual uses them once assigned. Rich Kevern gains RFU Advanced Coaching Award
Cornwall’s U20 coach Rich Kevern has just been awarded his RFU Advanced Coaching Award.
The award is the culmination of a 12-month assessable course in which candidates must meet a number of criteria. Apart from several trips to Bristol for regional workshops, it involved E learning, webinars, on site assessment of coaching techniques and compiling a portfolio for assessment by the RFU.
Rich joins a small group of coaches in Cornwall who hold this level of coaching which was formerly the RFU Level 3 coaching award. Rich was part of the coaching team who oversaw Cornwall U20’s winning the Jason Leonard Cup the County Championship for U20’s in May 2022 for the first time.
The CRFU supported Rich in applying and completing the award. Rich said; – “I am delighted to have gained this further coaching award and would like to thank the CRFU for their invaluable support in the process and in paying the cost of the course”
Cornwall U20 Team Manager Colin Hatch said; -” Rich has put in a huge amount of work to gain this award, in addition to his coaching roles with Cornwall U20’s and Redruth, he has work and family commitments. It is vitally important that the representative teams have high class coaches to help develop players that come through the system. We are fortunate to have Rich as one of the U20 coaches for a number of years. He rightly deserved the support of the CRFU through the process and he has repaid that support by gaining this high-level coaching award.
Rich has played representative rugby for Cornwall at U20 and Senior level and replaced Matt Shepperd on the coaching team during the 2018 / 2019 season.
Also gaining the Advanced Coaching Award was Tom Kessell, not only a player at the Cornish Pirates but also the backs and attacks coach at Camborne RFC.
The CRFU President John Sumnall said; – “It is tremendous to see that Rich has gained this award and it is well deserved for the time and commitment he has put into the U20’s over the past few years. This award of coaching is not given lightly by the RFU, but it is important that we help develop high level coaches in Cornwall to keep our game progressing in the years to come and the total funding, by the CRFU of £1100, for this level demonstrates our commitment. A big well done too Rich on achieving this award”

As has been forewarned over the last couple of seasons, Regulation 9 Guidelines have been formally
revised and are now Standards. Basically all age group teams will require trained first aid cover for
training and matches in accordance with the attached document. The nominated first aider should
be entered in GMS and a First Aid risk assessment will need to be completed along with a club
Medical Emergency Action Plan.

PHICIS (L2)
There are two one day courses available in Exeter from RFU on 22nd and 23rd September, bookable via
GMS. PHICIS courses provide a higher level of training and are suited to active club First Aiders with
suitable experience levels. If anyone requires more information regarding eligibility or suitability
contact CRFU RugbySafe Lead.
CRFU is also examining a joint plan with Plymouth University whereby their Physiotherapy students
will do the course and become PHICIS and thereafter available to a club for the coming season. The
skill level is more suited to adult rugby. Many of the students are from Cornish towns and the aim
would be to match local teams with the students where possible. Experience elsewhere with similar
schemes has shown that the students swiftly become assimilated into the life of the teams and form
long-term relationships with the club. If any club is interested in being part of the scheme, please get in touch.
CRFU President’s address AGM 2022
CRFU President John Sumnall delivered his address to the Annual General Meeting held at Bodmin RFC on Wednesday 29th June.
President’s Address 2022 AGM
The Rugby Family of Cornwall have probably witnessed one of the most remarkable seasons in
its history by winning three major trophies and finally returning to a full season of rugby after
three years of the wretched pandemic.
It was a glorious afternoon at Twickenham when the Cornwall Women’s XV collected their
Division 3 Trophy from Gill Burns, who gives her name to the Competition, to be followed by
the Men’s XV who retained the Bill Beaumont Cup Division 1 by their magnificent win against a
fancied Cheshire XV. This, of course, followed the outstanding season that the Cornwall U20
XV had experienced by winning the Jason Leonard Cup Division 1 on 1st May. Many, many
congratulations to all the players and all those that helped to make the representative season so
successful for Cornwall.
However, next season we will certainly have to consider our level of commitment to
Representative Rugby as the present RFU financial situation will certainly continue to greatly
reduced funding from their steam which entails raiding our reserves once again and this cannot
be repeated next season. A reduction in certain aspects such as hospitality, stash and some other
expenses will have to be considered. The value of our sponsors is now so important as we could
not have considered fulfilling our successful exploits in representative rugby and we must thank
St Austell Brewery, O’Neills, Jewsons, Kelsall Steele Investment Services Ltd, The Eden Project and Trelawny’s Army. May I add that, in keeping with its history, the CRFU is totally committed to Representative Rugby at all levels and will continue to give every support possible.
Everything is not representative rugby in Cornwall as we have a proud and largely successful
community game that fosters the Rugby Family of Cornwall. Every Saturday, wherever possible,
I visit a different Club to watch their match and chat with their players and their wonderful army
of volunteers. At these visits I recognise the good will and camaraderie that these volunteers
engender continually striving not only to improve their Club but to meet the day to day problems.
Without them there would be no Family and the CRFU must thank them. Most Clubs are in good
health and when visiting I always seek out a Committee Member to enquire their needs and it is
pleasing to note that members of the Management Board can generally help with their problems.
Congratulations to the following Clubs for winning their respective leagues: Wadebridge
Camels, Pirate Amateurs, Bodmin and St Ives and thank you to all other Clubs, men and women
who gave 30 guys a game of rugby on a Saturday not forgetting the many Age Group teams. We
now look forward to the new league structure in men’s rugby that has brought some 2nd XVs into
the leagues.
There is one aspect of rugby in Cornwall that is not satisfactory and that is the increase of abuse
of referees which is taking place at all levels. All Clubs are in a position to manage this
disgraceful behaviour as there is normally a club member near by that will have witnessed the
event. It must not be allowed to continue and Clubs must take steps to foster a culture of
reporting such behaviour. We are losing referees and very simply we cannot afford to do so.
Finally, may I thank the members of the Management Board and other CRFU Committee who
give so much to ensure that rugby in Cornwall is in good shape after taking a battering from the
pandemic. Moreover, a special thank you to those that are stepping down: Ross Tucknott as
Women and Girls Chairman (3 years), Terry Williams as Secretary (4 years), Chris Jewels as
Competition Chairman (11 years), Terry Carter as Chairman of both Representative Rugby (1
year) and Men’s Selectors (22 years) and finally David Martin as Facilities Manager who has
also held probably every position in the CRFU over 41 years.

Presented with a framed letter from the President RFU His Honour Jeff Blackett, David Martin, David began as Cornwall Schools representative and during the 41 years that followed he was made a Life Member, held the posts of President, Chairman, RFU Council Member, Chairman of Discipline, Facilities Manager and Nominations Chairman. Whilst the Cornwall representative on the RFU Council he sat on the Laws Committee, Nominations Committee and represented the President on occasions. David was a very well respected referee refereeing at senior and major matches.
Thanks were also expressed to our out-going Hon. Secretary Terry Williams and also Ross Tucknott, Women and Girls Committee.
We welcome Mrs. Jane Bell as out new Hon. Secretary, Paul Williams as Chairman of Competitions, Kevin Thomas as Chairman of Representative Rugby and Chairman of Selectors. Tom Magill will be the new contact regarding Facilities.

ACTION IF OF INTEREST Age Grade Rugby Update & 2022-23 Regulations As we move into July and the next stage on the Summer Activity Guide, we have a shareable image for clubs to use when communicating this to their coaches and players. Also in this article is a document regarding the Age Grade changes for 2022/2023 which we would advise clubs to read ahead of 1 August. Girls Age Banding and Growing the Girls’ Game Resource The new girls’ age banding comes into effect from 1 August and we have some updates and support materials to make the transition as smooth as possible. There are also two webinars on coaching the new age bands and bursaries for girls’ rugby training. You can find all the information ahead of 2022/2023 within this communication. Sport England Governance and Business Transformation support for rugby clubs The RFU is working with Sport England to develop a programme of governance and business transformation which will be supported by the Government Winter Survival Programme. The main focus of the programme will be for levels 1-6 (Gallagher Premiership, Championship, National, Regional 1 and 2) and Allianz Premier 15s clubs to help them develop their governance activities and business operations. It is hoped that the learning and tools developed as part of the programme will have wider benefits for all clubs moving forward. 3. FOR AWARENESS 1 July Game Management System (GMS) Season Switchover and additional support On 1 July, clubs and age grade parents will receive information around the season switch over in GMS. Parents will receive information on how to reaffiliate age grade players, while club administrators will receive information on enhancements and useful guides related to their role.
